Building a garden wall requires a 4-6 inch base of crushed gravel. A lack of access to the work site leads to more labour time related to moving materials around.  The base course (bottom row) needs to be levelled to perfection since the rest of the wall will be built on this. 

The cost will therefore increase if the base course is long compared to the height of the wall. Building a garden wall along a sloped area requires “step-ups” to account for height changes, which translates to more labour and materials.
